Caguas 2020 is a strategic plan that establishes the guidelines for city growth from 150,000 to 250,000 inhabitants. The study recommends a managed growth model that includes: redesign and improvement of the city’s transportation and infrastructure; restoration of the city’s natural environment; core densification through residential and commercial revitalization; and improvement of the public realm by enhancing the city’s distinct neighborhoods. The plan articulates an integrated reinvestment strategy with bold initiatives that redefine the image of Caguas. The priority actions of the first phase of implementation include: redevelopment of inner-city decayed neighborhoods, establishment of a river park system, revitalization of commercial corridors, and development of new gateways to the city. These actions will enable the city to forestall the reckless expansion that threatens to devastate the city’s natural resources, visual character and identity.
