
The Rio Turabo River Parks Plan was a strategic initiative of the Caguas 2020 Urban Zone Study for which AD+A, Inc. designed a clearly illustrated set of strategies to develop and enhance the city’s relationship with Río Cagüítas and Río Turabo. Development of the river corridors shifts the city’s energy from merely “controlling” the river to a solution that restores the ecological value of the rivers while transforming the riverbanks from wasteland to parkland. To set the threshold for development, a continuous setback along the banks of both rivers will be preserved or reclaimed for a combination of ecological preservation, public access, recreational facilities, and linkages to the urban fabric. The initiative calls for the creation of a continuous linear park system along the riverbanks; an integrated system of flood control mechanisms; recreational facilities and cultural and ecological amenities; and the delineation of 19 parcels for development opportunities.
